You could use dichloromethane.

Yes, I have used it to analyze PAH in gas chromatography and you can find many papers reporting it as a suitable solvent for PAH. However, you should check if it accomplishes your requirement about being a less cytotoxic agent.

If you will extract hydrocarbons you need to use dichloromethane but if you would like to make dissolved the residue then you need to use hexan.

Hexane and also methanol is good solvent for PAH ( Phenanthrene, Anthracene,Fluoranthene, Pyrene......)
