I need to model a construction and demolition waste management network in order to maximize waste recycling. I read some works that use MILP. Among the software used are GAMS, JULIA, MATLAB and R. Are there other software that can be used?

You can use AMPL, Gurobi, Python, SAGE... GAMS is a high-level modeling system for mathematical optimization. The software is not free, however, you can run all you simulations using the online NEOS Server for free,

Other option is OCTAVE, is similar at MATLAB...GAMS is a good option too...greetings
