I have submitted a paper to a journal (Elsevier) 9 months ago. Its status is "under review" for 8 months. I sent several emails to the editor but each time instead of the editor, a clerk answered me and repeated the same things!
So I decided to withdraw my paper and sent several emails to the editor but I didn't receive any response from the editor!
I was wondering if I am able to submit my paper to another journal with explaining the situation of the paper to editor of that journal?
I would say that you have email documentation that you have informed the journal that you have withdrawn the paper. To me, this means that you MAY submit to another journal.
But if the first journal ever responds with reviewer comments, you may NOT pursue publication with them. You will need to reply to them, possubly sending them a copy of your email history, and remind them that your submission is withdrawn.

Thank you for your comment. I already saved all of emails. As you know in Elsevier there is an option to send E-mail and so I was always typing my e-mail address into the blank box next to cc. Since I had a terrible experience with another Elsevier journal! my paper had been rejected by editor and then I submitted it to another journal and got accepted by that journal! Then I received an Email from the first journal in which I was informed that my paper has been accepted! So after this event I became cautious!
Franky I don't worry about the first journal! Since it seems that they forgot my paper! my concern is related to the second journal. How its editor deal with this issue.

Ms. Latifi I have the same problem, could you please let me know how you saved the emails you send to Elsevier. The online system allows me to send a message to the editors but there is no way to save such messages. Thanks in advance :)

In "Cc", you should put your own email address then you will receive your messages that were sent to the editor. Also in Cover letter for a journal you want to submit your paper, you can explain your situation. They will understand.
