Required qualifications for the rank are necessary (but not sufficient). For instance, at my university, a PhD is a minimum requirement for an assistant professor and MS is required for an instructor.

For a teaching faculty, subject matter knowledge and teaching skills are also needed.

In my view, both of them are equally important.
