Usually purchasing and accounting are not included in the project manager authority. These are checks and balances the organization applies to works.
PM staff will receive tender bids, choose suppliers, and requisition materials and labor. Also the PM staff will keep track of commitments cost compared to budget, and approve invoices for payment
The PM may be responsible for engineering designs, obtaining permits, making schedules and time lines with mile stones and precedence diagrams.
A PM must supervise people and delegate authority to receive materials and labor, make constructions, and comply with safety and environmental regulations, labor laws, security of the work site and related storage areas. while complying with company policies.
Generally a project begins with unrealistic expectations applied by people who are not responsible for the results. Constraints are over specified such that there is no possibility to meet all the demands. The PM first job is to evaluate the requirements, check all the preparatory work by others, present a realistic plan to management, and take ownership of the approved budget, scope, and schedule.
Very important it is essential for PM to define in considerable detail what is in scope and what is not for management approval. Also the PM should structure the work in a way that will allow a reduction of scope if some higher authority reduces the approved budget as usually happens, after work starts.
The PM should be flexible with top management, but prepared to ask for additional time and budget when increase of scope is imposed from higher authority.
In past time a contingency amount of budget was included to compensate for changes in the community, economy, laws, and weather. Contingencies are no longer acceptable in many organizations. In other organizations the contingency is spent by upper management before the major works begin. The PM must necessarily put the flexibility into the line items instead of showing it as a contingency in places where the contingency is not respected by superiors.
The PM is responsible for inspections and supervisions of the works, responding to non performance from suppliers, prevention and repair of damages. and coping with unforeseen events.
PM may be responsible for writing operating procedures, maintenance procedures, and emergency response plans. Assistance from PM is usually required during acceptance of the completions and hand over to operations and maintenance.
I served as PM on many projects. The best of my large projects were staffed with assigned operations and maintenance people, supervisors and inspectors, planners, and record keepers, receiving agents and warehousing people.
As always it is recommended to get advice from experienced PM.

The powers are coming from the team members who are working for the project like arms for the project management. As an example, good project planning and controller is a great assistance to the project managers to finish the projects within the acceptable time frame in the contract. A good quality or quality system engineer can assure the adequate quality of the project.
