Dear all: I would like to know if somebody knows about a broad host range plasmid to clone a 20 kb fragment that can be electroporated in Brucella abortus?

pET vectors are the first choice for all such endeavors. These vectors can carry a gene ranging from as lower as 100 bp to 5 kb (still not sure about 20 kb), but you must give it a try, or find out some literature which suggest same or otherwise.
pET vector (pET28c preferably) are known for their high level expression and enhanced solubility of recombinant protein.
Another vector, i must suggest is Champion pET SUMO expression system. You must have a look at the given link for SUMO vector-
