What parameters to take into consideration while trying to minimize pressure drop and maximize heat transfer across an enclosed diesel generator?

I am trying to use Genetic Algorithm for a Pareto Optimal solution for minimizing pressure drop and maximizing heat transfer across a diesel generator. I am not sure about which parameters to include while optimizing as there are too many to include. Also, should I start with Navier Stokes equation taking Reynolds No into consideration while doing so?
