Hi Tenzin, I haven't done this myself using steel, but it works well with glass and other solid surfaces with exposed -OH groups.

First incubate the steel with a 5% (3-Mercaptopropyl)trimethoxysilane in dry methanol for 30 min at RT. Wash away the unbound silane thoroughly with methanol and then add the Ag NPs. The silane moiety (hopefully) binds to the steel and the -SH moiety will bind strongly to the Ag.

This reagent is cheap.
