The majority of specialists in Europe and the United States anticipate a major recession. More European experts have more determined opinions in this regard than those in the US. The stimulus measures taken at the level of each state must be taken to be able to cover part of the losses suffered in this health crisis. Policies need to be health-oriented to prevent a new peak in the fall of 2020. Financial support programs should be geared towards local entrepreneurship, those small family businesses. Moreover, fiscal policies need to be reoriented towards the direct support of the business environment so that it can survive this crisis directed directly to the most valuable resource, namely human capital. For an interconnected society, economic, social, monetary and fiscal measures must be coordinated at the global level and with local impact.
