The best method is the method that minimizes the energy losses during the charging and discharging of the batteries and supercapacitors.
It is so when you speed up the charging or the discharging rate of capacitors the charging losses increases. So, there is an optimum charging and discharging rate. Charging rate means charging current. Therefore one has to limit the maximum charging and discharging current in the batteries therefore one has to divide the current between the super capacitors and batteries such than the current in the batteries does not exceed its limit value. The rest of the current can be directed always to the super capacitors such they do not have charging or discharging current limit.
This is my proposal. If it works please tell me!

The design suppose to be the capacitor in parallel with battery and the operation suppose to match with voltage range of operation . The total design suppose to reduce the high rate of discharge from the battery and high rate of charge also. This type of design will improve the cycle life of battery.
A reduction in battery stresses can be realized by using electronic circuits[1] for a more efficient power harvesting in many applications, such as in electric cars (EVs)[2], wind[3] penetration, etc., including their combinations with fast Supercapacitors (SCs)[1-3].
