The right to surface or groundwaters is usually defined by country, territory, region, etc. in laws and regulations. Beyond that, the civil court cases help to decide disagreements. If no rules, whoever puts in the deepest and best located well may have best access to water. Much like GIS can be used to map topographic features, it can also be used to map ground water levels. A different layer could be used for each aquifer. Various other tools might be used to present water levels with geologic cross section or 3 dimensional plots. Krieging is a method sometimes ysed to take point well data and develop smoothed map of water level contours. If you have a water agency or board, they may be able to advise if water right models are used and applicable. In some locations in past world history, the allocation or appropriation of water has been or may still be highly contentious and or controlled.

Dear all. Your ideas are the best, I decided to develop a modflow model. After this according to the optimized parameters aquifer divided into 6 subaquifers. I have big concern with automated callibration and updated watertable data to make liability for groundwater users for reduce water from aquifer. Please help me if you previously doing such task.

MODFLOW can be calibrated and used to simulate changes with time in water levels and the water table in an area. Delta volumes of water withdrawn between time periods can be calculated. This calibration can extend to cover extremes of water levels during droughts and withdrawals at each nod that represents a well. The calibrated model could then be used to estimate the amount of water that was withdrawn from each well during different periods to then calculate the volume of water taken by each well owner. If the right to water is based on prior appropriation, the data from the model could provide a fair estimate of how much each well owner appropriated historically, which would serve as an indicator of his (her) water rights. If other policies are used to assign water rights, the model cannot help in the historical calibration.

I agree with the earlier answers that MODFLOW can help you to calibrate and simulate changes with time in ground water levels. As regards to right to water, what Dr. Williams has mentioned is correct, it depends from Country to Country or even within the Country, from State to State. In general the right to surface water rests with the Government and that of groundwater is with the land owner. However if there is any dispute with the well to well interference because of overdraft or closeness of the wells, then it will be dealt in the civil courts.

Coming to your division of aquifer into 6 sub-aquifers, what was the basis?? Are there confining layers or different geologic formations or what else??

Thanks about your compelet answer. We divided aquifer into 6 sub aquifer in base of an AHP calculation. We make wieghted maps from geology, faults, ground and bedrock topography and.....

After this every parts difined as a unique system, parts with same AHP number known as same system.
