I think there are some other solutions which worth thinking before water transfer. First of all, the high-water consuming industries should be moved from dry areas towards sea coasts, where they can make use of brine water after it is desalinated. Second, the agriculture should be wiser and the irrigation systems should be more efficient. These are the top most water consuming industries.
Of course, the important part of water management related to domestic and personal use is putting tight rules and high tax on high water consuming civilians
I think these solutions are much easier and cheaper than water transport which require high construction investment followed by high maintenance expenses for decades
