In current ADA guidelines, there is not any recommendations fro these group of patients. I believe It should be performed in experienced centres with ethical committee approval(or IR Board approval).
Most bypass procedures seem effective in morbidly obese patients. However, therw is no regulation for non-obese diabetics. In aome centres its being done with institutional review board approval. On the otherhand it is being abused by some surgeons and being performed to the patients without any approval or regulation. Selling hope to the hopeless, I believe should be banned.

One can outlaw greed and stupidity all one wants for good intentions but dishonest people will always find a way to locate and exploit the stupid. On the other hand, I agree that the our system of governance should make this scenario for the dishonest as difficult as possible.
