Researchers have recently been very concern about publications in journals indexed in scopus or ISI. Many journals not indexed in Scopus or ISI have high quality articles. What is your opinion about this need to publish in this type of journals?

I do write for non-Scopus journals as well... the number of indexes in which the journal is covered is important as well.
Some scientists prefer journals indexed in Scopus, because their institution looks at the h indexes calculated by Scopus. For me, the individual quality of a paper is much more important than a formal statistical index of the journals in which it is published. It seems to me that this hunt for high indexes is doing damage to science.

This is because most of the academic institutes consider only the journals indexed in ISI and Scopus .

The reason why authors prefer indexed journals, because most of the academic institutes require that. Moreover, for citation counts journals should be indexed in Scopus or ISI.
