My collegos, reached me information about one of lournals in scopus, response on my message for them, that "it is free to publish as long as your paper gets accepted after peer review". It has higher impact factor, what is your opinion about free journals to publish?
There really isn't anything that is free.
Most better journals and better publications publish according to a journal subscription funding model which is free for the authors. This is usually the best option for a good manuscript and a limited research budget.
Few good journals and enormous numbers of useless journals use open access model there the article authors pay a fee to cower the publication cost and then the article is published publicly. The authors are supposed to be paying for that the public can access the paper even without access to a research/university library. Unfortunately most fee based journals are useless money collection schemes that collect weak researchers money and publish without real editorship and peer-review leaving the article useless to science wasting the researchers time. Paid open access publication is only if you are aware of a reason to use it such as that you need your paper to be available to people that do not have access through university libraries.

submit your paper there.
"free publishing" is for authors, the readers must purchase the manuscript. Most of good IF journals offer the Open Access for accepted manuscripts it is ca. 1000-2500 $.
It is not really a problem to get the manuscript even if you can't pay for it - you can ask the contact author (often the journals provide a link to 50 free pdf copies for the authors “share list”) or you can use the request button on Researchgate.
