Web development itself would not be a research area in itself, but you could formulate research questions around it.
For example, you mention loading time. You could run some experiments where you make a series of webpages that range in the time taken to load the screen. You could then see how long the loading time needs to be before users close the page before it fully loads. Get a good number of people to open the pages and you'll soon get a good idea of the maximum time you want your page to take to load so people don't close it out of frustration or impatience.
As long you are able to demonstrate how your development able to fill the research gap and answer research problem, then it is good enough.
