It should be banned and made illegal world-wide. The UN should declare that crimes against children. One needs to be an adult (18 or older) to consent to marriage so that their brains are devloped more and they could make their own rational decisions whether to marry or not. The brain is fully developed by 25 and in the USA the legal drinkign age is 21.
