To verify the up to date impact factor for each Journal, please search the Journal's title into the following link:

It will give back the impact factor, total articles, and total cites, from a number of years up to the latest years (e.g. 2015).
Usually, each Journal will indicate their Review or Turn Around time in their website. I have list of Elsevier, Springer, and Hindawi journals by observing their Review Speed, Impact Factors, and Open Access Fee. But the list is only for computer science journals. If your research have a strong computer science aspect (including Networking, Intelligence Transportation, etc) please have a look the the attached links.

It depends on your aim. If you want to publish fast and without problems, I would recommend a small, maybe internet-based journal. Just check if they are active, what they say about their system, how long it takes, and so on. But: this type of publication is usually not very wide spread - hardly anyone who matters (sounds harsh, I know) does read this kind of journal.
The alternative would be to go directly for a mayor journal. Here, the probability to get rejected is high - but some of those journals take proud in short review times. Here again, you'll have to check the website and what they say.
So, my recommendation would be: try first a mayor journal with quick times and -if rejected- then a small, internet-based one.
A different approach would be to already organize the text you are writing for the publication in a certain journal that fits, you know, citing their texts, fitting it to their scope. But this is risky and time-consuming.
Should be indexed by scopus ISI in mathematics Zentralblattmath and Mathscinet and math reviews....
