This is a very interesting question.
In my opinion, the 'higher quality research' must be based on undoubted, widely acceptable, quality criteria. Also, logically, there must be a positive relation between the quality of the research and the difficulty to conduct it. And, of course, the necesssary money is another point.
Thus, in general, I consider that the action research is relatively unsufficient in the field of higher quality research.
