You should narrow it down to something more specific. For example, some Jews visit Northern Romania because they are interested to track back their ancestors.

On the other hand, many tourists are looking for authentic experiences - which encompass rural life, values, and traditions (basically, elements of culture).

Further, events are nowadays a significant part of cultural experiences...

Gastronomy, as well as arts, history and architecture, is today part of a destination's cultural offer.

These are some brief examples of the very many available... which all make me suggest you to reconsider the question.

Most cultures have a touristic component in their language. This component guides the people to have a relationship with outsiders. Unfortunately, a commercialized form of tourism seem to dominate culture-tourism nexus. Hence, I would have to say that culture might have a central role in tourism, but it all depends on your standpoint.

This is complex question, for which there is no simple single answer! There is a very large and diverse research literature on the multiple relationships between culture and tourism dating back at least to the 1970s when tourism researchers (Ritchie and Zins, 1978) claimed that culture is a determinant of the attractiveness of tourism destinations. As a starting point I suggest that you examine the headwords for "Culture" and "Cultural Tourism" and their asoociated lists of key references to be found in the recently published Encyclopedia of Tourism (2nd edition) (Jafari and Xiao (editors), 2016).
