as we know single crosses are known for highest heterosis in hybrid production method compared to their parents (inbred lines). but what has been happened to this F1 progeny (for example in maize) if they appeared weak in field (low germination, emergence, height, etc.) and the performance is not acceptable?

F1 are a bit difficult to raise or maintain because they normally affected by what is known as inbreed depression. This may cause or bring issues of infertility and physiological parameters there by losing its vigour i.e., reducing growthrate.

I need to clarify the question: the questioned F1 is "single cross" hybrid, not inbred lines. then it is supposed to express and perform the best and most heterosis comparing with other hybrid kinds and even the parent.

Dear Zahra Heidari in my opinion you should select other parents. You must to select parents with high combining ability: not all parents are suitable to produce outstanding offspring.

But I want to know your opinion about the age of seeds. what if they are old?
Does it impress the vigor in case of maize?
This could be negative heterosis If you are considering disease and pest resistance then it is acceptable, Otherwise for yield related traits it result of poor combining ability.Bacrossing to the better performing parent will improve this.

F1 hybrids are exposed to inbreeding depression. A phenomenon that cause reduced survival, vigour and fertility.
Zahra Heidari Rapid loss of seed vigor (seed energy, emergence rate) is common for F1 hybrids in different crops after long-term storage. Slow-germinating seeds have more chances to get soil-born infection and be affected by physiological stress.
My unpublished observations indicated that F1 hybrid seeds may have some difference in seed coat structure and less variable fatty acids profile correlated with seeds longevity.
Some researchers postulated that high seed longevity is a recessive trait (DAO, PHAM THI, HARI HAR RAM, and R. YADAV. Tropical agriculture 76.3 (1999): 179-182.) I would agree with such hypothesis at least for some plant species. Many Brassica plants from long lived seeds had lower genetic variability comparing to short-living progenies. The fist group had higher frequency of self-compatible plants, and presumably, they were less heterozygous.
Kueneman (1983) suggested that cytoplasmic gene action may also be involved in expression of seed longevity (Kueneman, E. A. Crop Science 23.1 (1983): 5-8.)
