In my opinion and according to the scientific situation of most of the universities of my country (Algeria), there are several reasons:

1- Poor research due to the lack of qualified researchers;

2- The harsh social conditions experienced by students;

3- Absence of political will to improve the conditions of students and teachers;

4- The marginalization of competencies by corrupt politicians;

5- Absence of research laboratories.

Dear Dr Luaay Abdulwahid Shihab, some of the reasons for that include poor education system, lack of motivation, weak and/or management team, lack of standard laboratory/research centre, poor training, poor funding of institution, lack of grant, poor government policy, industrial unrest, and so on.

There are several reasons for the administration of the university, colleges and departments have a large role and then the interest of the government in the universities of courses and studies

I believe that the university administration has a great role and then the interest of the government in the universities of foreign studies and missions and the application of the quality of education in the university and the interest in building universities
