I guess it relates to public health and work-place hygiene. We must make sure tools we use in businesses like barber shops, hair dressers, dentists and alike are completely germ free to avoid cross contamination.

As it is expected it may also need to study the virology not only the microbiology because as all know that barbers are deal with razor or scissors and may carry blood between patients so there is a possibility of AIDS infection
It is highly related to public awareness and education too. In case of barber shops people can be encouraged to take their own, personal package, including scissors, apron, comb, razors (as mentioned above by Anas, although some countries e.g. Australia has banned use of razors in barber shops) to avoid contamination and spread of germs.
Exactly what Dr. Mozafari said.. Most people now take their packages to avoid the possibility of any contamination either microbial or viral.. Even though as we expected that fungal infections also can be included and barbers maybe the reason of getting people a dandruff.
