I am working on value of information in existing buildings for adaptive reuse process, but actually I can not figure out a clear methodology to do that for my research. For example, if I want to find that if doing some survey to find the wires and plumbing inside a wall enables to reduce the risk of failure enough and is reasonable in terms of cost or not. I should compare the state of doing nothing and demolish the wall or change its location and do a survey before demolishing, then subtract the total cost of first and second hypothesis to find the value of surveying.

So I was wondering if any body can help me figure out a clear methodology to do that in a case study.
