Very Important question. My opinion is that war on terror never justify violation of human rights, at any level. Violation of human rights can even aggravate war on terror under some perspective.

I understand that the act of terror also falls under International Humanitarian Law. Having said that, we have the 'protection'...however it depends on humans to adhere to it.
