We can simply define Information Technology as “any technology through which we get information is called information technology”.
Often times, the term IT is applied to computers and computer-based systems. However, the roots of the word technology suggest that it is a “means” to an end”. For example, using a book of matches is a means to creating a fire. The end is fire itself. A bicycle is a means of transportation. The goal of bicycle riding is to reach a destination, and perhaps also to get some needed exercise.
Consequently, when we talk about the use of technology, we must always remember that it is a means, not an end in itself. Technology in the broadest sense is the application of modern communications and computing technologies to the creation, management and use of knowledge.
IT is more about information manipulation and application focused...... where as computer engineering covers more about computer architect and peripherals.....

the concepts and difference of IT and computer engineering vary a lot from author to author .... there is no single point conclusion... even in syllabus of courses titled with IT and CE differs a lot from university to university.... one has to understand it according to its own perception and need base...... as single point conclusion is difficult to arrive....
Computer engineering focuses on hardware development, computer science focuses on software development, and IT focuses on running production systems that somebody else has built. Computer science and computer engineering are usually harder work to learn and are somewhat interchangeable in what jobs you can qualify for. IT usually contains business focused classes as well as some of the lighter technical classes.

Think generally Information Technology (IT) is encompassing technology & automation surrounding data & information to focus on the application / usage of IT to collect, process, communicate data & information for better human decision making. Whereas computer engineering is focusing on the architecting, designing & programming of computer related hardware & software in detailed level.
Not sure there is universal definition on these 2 terms as different people / scholars have slightly different interpretation on these 2 terms. Hence, the better way to differentiate them is to list down the sub-components / scopes of these 2 terms so that we can compare & contrast them - be it in deciding on which degree to pursue in universities or in evaluating whether a potential job seeker is meeting the job requirement.

My brother is a computer engineer & I observed that he was more concerned with the hardware than the software in computers (i.e. In simple terms, more on the inner side of the computers rather than the programming or exchange of information).
