I found this answer through personal communication with an expert.

RAS Mapper is built in GIS capability by HEC-RAS itself
- HEC-GeoRAS is an extension for ArcGIS
- Previously HEC_RAS had not any GIS interface
- So ArcGIS was pre and post processor
- HEC-GeoRAS was an extension for it
- You can use both depending on your preference
