If by saying transverse and longitudinal plasmons you refer to the polarization of the near field EM waves, as you know, by solving the boundary conditions in the surface of metal and dielectric exposed to a transverse plane wave, the SPP-based EM field going to have polarization in the direction of their propagation, which makes them longitudinal. In the same fashion, by solving the scattering problem, you can compare the polarization of the enhanced field with that of the incident field. Generally, since plane wave behavior (reflection, transmission, propagation) is available, we may be inclined to compare near fields with a plane wave. If I was mistaken in understanding or answering your question, I beg pardon.
Transverse plasmonic resonance involves the oscillation of free charges under a homogeneous external electric field in the plane perpendicular to the direction of the electric field.
