Which TiO2 is better for DSSCs synthsized with TiCl3 or TiCl4?
Using TiCl3 the process is simple without taking extra care while using TiCl4, there are fumes and one should take care!
If similar results can be obtained with TiCl3 then one can use it.

It mainly depends on what equipment you have available. Liquid TiCl4 is mostly moisture-sensitive. That's why it fumes in moist air. However, you can easily handle TiCl4 in a good fume hood. In contrast, solid purple TiCl3 is rather sensitive to oxygen. Thus for handling TiCl3 you need to use a Schlenk-line or dry-box. Besides, TiCl4 is used in one of the main industrial processes for manufacturing TiO2.
