A brief difference between Nanomaterials and Nanotechnology can be defined as:
Nanomaterials are materials having atleast one of its dimensions in the nanometre scale (1 nm= 10^-9 m). On the otherhand, Nanotechnology is the technology of manipulating a material and its properties at the nanoscale (atomic or molecular scale) for target-specific applications.
Nanoparticle is a particle that has at least one dimension (height, length or depth) less than 100 nm. For instance, a carbon nanotube length may be equal to several centimeters but its diameter is less than 100 nm so it considered a nanoparticle.
Nanotechnology is a relatively new science, which aims to understanding and controlling individual atoms and molecules (from 1 nm to 100 nm). So it mainly includes scanning, measuring, modeling, and manipulating matter at this scale.

According to me, Nanotechnology is science or area which includes the size of matters less than 100nm.. we can't say that, it is nano size, obviously it is Nano-scale. Because the size indicates the exact value, the scale indicates the range... we mayn't ensure that all the particles in same size. The field of science includes the research in the range of 0-100nm size of particles is known as Nanotechnology, it may be any field like engineering,medicine etc..
