Also many good journals have an open access option mentioning ' supports open access'. Does having an open access article in an SCI journal has the same value when published otherwise?

Do the open access journals have similar value to the SCI journals. Since i have seen few of these SCI journals mentioning 'supports open access'.
As per our PhD publication requirement, we need have paper published pertaining to our work particularly in an SCI journal. So if I have my publication in an SCI journal ,but under the open access section would my publication have the same value?
One journal particularly, 'CyTA joutnal of food' is an SCI journal, but the last issue I saw online, has all open access articles. It is a little too confusing. Could you please explain it further. I hope I'm able to explain my query well. Please let me know.
