Difference between a survey article and a review article is rather informal and is multifold: length, depth, structure, and purpose.

Length: a survey is often shorter than a review article. The survey in my field could be a few to a dozen of pages. A review could be over a hundred pages.

Depth: reviews are deeper than surveys since they tell more details about individual works, their relationships one to another and directions forward. They include also a critique of the work as to its limitations, which are not found in most surveys.

Structure: reviews tend to be too detailed, given their depth, and would provide an anatomy of the related work, and neighboring areas or topics, which is not the case with surveys. This rich structure also affect the coveted body work seen in more cited literature than a survey.

Purpose: a review could stand on its own as a work, where surveys are often part of a larger work — the related work section in a paper.

Although there may be minor differences (especially according to research fields), "(literature) review papers" and "(literature) survey papers" are often used as synonyms.

There is no absolute limitation of references. However, some journal may limit this number. You should carefully read the author's instructions of the journal where you are planing to submit your paper.

In my experience the number of references can be in the range between ca. 10 (Mini Review) and 1,000+ (Comprehensive Review). For example the Comprehensive Review cited below cites 371 references.

Dear Malik Ali Judge personally I had no idea about the difference between survey and review until I read this thread. I normally used the two terms simultaneously. For more than 25 year I wrote Annual Reviews of what happened in our special field of reserach in the past year. These were comprehensive reviews covering all papers which appeared in one year (normally ca. 180-200). However, the official title was always "Lanthanides and Actinides: Annual survey of their organometallic chemistry covering the year...".
