Actual Tin reduction is nearly - 0.8 V. The peak of -0.1 V is the weather HCl reduction or any other reaction occurs. If I use Ni plated copper electrode -0.1 V peak is not appearing why?

That is probably the reduction of copper oxide present on your copper electrode. Next time when you do the experiment, try and polish the copper electrode. Maybe use a sand paper to remove the surface oxide and then polish the electrode. Then you can avoid the first peak. As nickel surface oxidation is difficult, you wont observe that peak.
the first peak is the reduction of Tetravalent to divalent tin - second peak is divalent to zero state and then hydrogen evolution - no doubt
