I am using HFSS simulator, but I knew that dielectric constant and loss tangent values of materials inside its database can be used for low frequency only (around 2 GHz).

I consulted different research articles on internet but found varying values of these parameters. Please suggest some authentic reference for these?

One article I found (though it explains dielectric constant for pure water only):

"The Complex Dielectric Constant of Pure and Sea Water From Microwave Satellite Observations", it claims '63' as 'real part' of dielectric constant. Please comment it.
