A spike at the curve representing S21 which indicates the amount of electromagnetic energy emitted in the resonator !
so any structure which can give resonance ( A spike at the curve representing S21 ) can act as resonator..
Usually, the S paramerers (S11, S22) are analyzed. The sharp dip you'll will be its resonant frequency.
If you are interested in the analytical basis of determining its resonance frequency, then model its inductance, capacitance, and then determine the resonant frequency.
Every structure resonates at a particular frequencey. (You may look into eigenmodes or eigenfrequencies).
