Biometric must be divide into three parts i.e. cognometrics, loci-metrics, and draw metrics . The first one should be for the recognition of the legitimacy of a user, second one should be for challenging the specific characters or loci within the biometric image and the last one should be for graphically measure the uniqueness.

After this tough authentication, if the user pass, then Digital Signature Standard (DSS) is best, because it randomly select two integers p and q, where p is the prime divisor of q and q=p-1, then x be chosen, and private key be applied. after all these, the voting information for whom you have costed be concatenated and hash using SHA-256 or SHA-512.

In this method no one can calculate the information, if copy from open network, then he/she doesn't calculate it in 8 to 12 hours.

First of all, you need to understand what you need to secure. A digital voting system has (1) digital voting device and (2) some kind of tallying device.

Second, you need to ask yourself what kind of properties do you need for the election? Does it need to be anonymous?

Most things people call voting systems are actually communication protocols between the voting device and the tallying device. This is the easy part of the problem.

If your voting system does not need to be anonymous, you can easily build a public voting tally where everyone can check their own votes and other people's votes too. This can work for some kinds of voting, but not (in my opinion) to choosing the legislative members of a country, because those people have a power to punish people who did not vote them.

If your voting system needs to be anonymous, you are screwed. The best choice is not to build a digital voting system. The second best choice is to build a digital voting system that prints the vote on a paper that the voter takes to ballot box and then doing a manual re-count every time using the paper ballots.

If those do not work, you first need to build digital voting devices that can be given to millions of people or stored in a warehouse with 0% probability of them being compromised. Same goes for the tallying devices.

This requirement is impossible to satisfy. Even the best security protocol is helpless if the vote manipulation happens before the vote leaves the voting device. Hence, you are screwed.
