Know your objective before reading any paper - e.g. as part of your research, literature review, finding ideas to develop your conceptual framework, finding the appropriate research methodology or emulation etc.
Scan each paper's title & keywords whether it is relevant to your needs.
If the paper is relevant, read its abstract & conclusion (including research limitation & future recommendation) and get high level idea about the paper.
Scan through the conceptual framework & result findings to evaluate how the research is conducted.
After above steps mentioned, if you still find the paper is related to your research, download into your own repository / folder including naming the file / pdf correctly - if you have many papers need to read through in short time, you might want to prioritize your readings.
Speed reading the paper for first round before performing detailed reading in subsequent round(s) - reason being some papers were condensed that need to be digested slowly.

I agree with Subir Bandyopadhyay, ist time always fast one with high attention to abstract and curves, tables, equations and images. the latter times concentrates on the details.
A scientific paper should always be read thoroughly so as not to miss any detail. We should not also rely solely on our understanding of what we read. Most of the times, we need to consult experts on a particular scientific field.
The part you always reader focused on is the part who give you the required information. It depends, if you need result, explanation, experimental, relation...etc.
We need to read several times the scientific paper to understand the ideas of the author. We note that each author has a proper style of writing. So, we need to read the paper many times.
