A university is often a research institution, but not always.

All universities should have 3 missions:
Education
Research
Community service
There is variation between universities on the depth and breadth of achieving these 3 paradigms. The resources {financial and human} are crucial in determining the extent of investment in each paradigm.
The recent world ranking for the universities such as QS and Webometrics can give an indicator on how much each university has reached in this regard

You are right sir!. All universities must incorporates these three mission into their Mantra.
Here in Chile is evolving to that, but in practice the universities do not think of a harmonious development in all areas and resources are intended only to these areas. It is a pending task of quality research and covering all sciences.
