There isn't a an international primary standard source. I think that you can refer to the several papers that you can find on the web, for example you can find some information in the Saphimo Alphaguard e-book.
I agree with Giancarlo that there is no Standard Source for Radon. Most probably, they use Radium but I will check with BARC, DAE Mumbai how they calibrate Radon Sources.

Best radon source is a calibrated glass source where the included amount is known from a certain Laboratory (EPA etc.)
Second alternative is a powder source of a known calibrated initial activity, After a good initial calibration, the activity in a certain day is known and so on.
For measurement, high efficiency gamma detectors can be used. For example PET detectors, NaJ, High purity Ge detectros etc.
PIPS detectors for a-activity deposited in paper filters can be employed efficiently as well.
