Recent EU projects have developed some interesting indicators (such as TESS) to calculate CO2 emission and ecological footprint. This question would like to compile other ones already tested and used.
Regarding the success or perceived failure is that for example, such as "colapse" of the initiative it self could be a natural process to prepare and seed the soil and then allow the development of different CBI, enterprises, implementation at the members working place, etc...
Do please let me know any scientific article, report and other documents I could dive in to better understand the state of the art. Very grateful for your help.
This is a very thoughtful question. Some indicators like sustainability in agriculture production as climate resilient agriculture, increase in per capita income, expansion in livelihood opportunities, minimum nutrient export from rural to urban region, expansion in irrigated agriculture, stability in ground water level, improvement in civic amenities ...and above all , how life expectancy increased over a certain defined baseline..

For all community based initiatives, there are different success indicators set during the launching process. The major issues might be sustainability or climate resilience in the community. How to measure? Might be:
(a) Climate adaptation strategies learnt and practiced by the community
(b) The knowledge and legacy left behind by the initiatives
Birhanu , a good point, you have tossed up. Measuring long term sustainability could be visible in the backdrop production of a cropping system over space and time , further evident through improvement in livelihood options. After all, this is what we have to resort to climate resilient agriculture. If production of a cropping sequence is dwindling over space and time , it's conveniently assumed agriculture is climate change vulnerable...And we are more concerned with crop response than how much carbon dioxide associated or other GHG emissions related issues are cropping up..how is agriculture affected , we are more concerned as an agriculturist..there could be many more issues ..no doubt..
I will suggest that you do a study that makes use of the very poor of the society as your sample. Their actions usually has the most impact on the issues you intend to study.
Sustainable soil fertility and productivity of so with mitigating climate change effect by addition of enriched organic matter like vermi-compost in agricultural soil may be maintained through active organic matter for 1 to 2 years in soil in the ratio of C:N 15 to 30 %, slow organic matter for 15 to 100 years in the soil in the ration of C:N 10 To 25 and very slow organic matter in soil for 500 to 5000 years in the ratio of C:N 7 to 10 .

Till now we got number of "feet" of people inhabiting the world, which is interesting, but not the focus of many of these CBIs (at least in the western world), some indicators on food production, recycling of Org. Mat (such as composting), and soil restoration. The topics of poor people, and measurements of CC Adaptation as well as the knowledge and legacy "behind" the initiatives could be more developed. How can most of this analysis be done by the initiatives themselves that would have also a direct benefit on the initiatives themselves? Any ones knows about indicators linked to the recent approved Sustainable Developmental Goals to be applied at CBI?

So, organic farming with 100% organic fertilizer and 50% organic fertilizer + 50% synthetic chemical fertilizer should be popularize in agricultural farming system of the world which mitigate climate change effect in the ecology of the planet earth .

I would add the very first step is to outlaw and stop the totally unsustainable practice of clear cutting which isn't sustainable environmentally, economically or socially. Community-based initiatives towards Sustainability and Climate action should be seen in all sectors of economy; the primary, secondary and tertiary; primary being agriculture, secondary the industry and tertiary the service sector. In the primary sector, indicators like sustainability in agriculture production as climate resilient agriculture, increase in per capita income, expansion in livelihood opportunities need to be seen. In industrial sector, emissions from chimney of power plants, steel plants, cement plants as well as tailpipes of car need to be accounted for. Service sector does not seem to create much of a problem as far as climate action is required. However, backend of service sector is connected wih activities like transport, power etc, that is connected to climate action. Further, IT sector creates lot of solid waste that is a challenge to sustainability.
Survival of living-beings in this planet earth was started from about -13 degree centigrade temperature.Natural climate change processes to increase the temperature of the earth like evolution of carbon-dioixde, methane,nitrous-oxide from the '"' SOLUM" or surface layer of the lithosphere known as soil in this planet earth. The issue is measurement of success of initiatives towards Sustainability and Climate action. Further issue, to me, appears to be the impact of Community-based initiatives.
The question arises how to measure success in sustainability and climate action. Is 1degree Centigrade increase in temperature over 10 years a success? First one need to define success in sustainability and climate change then only this question can be answered properly.
Climate change should take serous in tropical and sub-tropical countries of the world. So, to mitigate climate change control of population by planning very much essential . Indiscriminate use of non-renewable energy like oil,coal, natural gas , nuclear energy , chlorofluro- carbon in refrigerator, air-conditioner ,cold-storage etc. cause anthropological climate change by over increasing population in tropical countries of the world.. In tropical countries use of renewable solar, hydro-electric, wind, bio-fuel, micro-algae etc in energy use should get priority in energy use to mitigate climate change effect in the planet in "SAVE THE EARTH MISSION"
As an Indian living in a country that is surrounded 3 sides by see, I understand very well Climate change has serous effect in tropical and sub-tropical countries of the world. The issue is what community base actions will save tropical island countries. How the success of measures be evaluated. To me, nil submerging of land area appears a measure of success of climate change action. The maintanance of gaciers on high mountains or polar region is another measure of success.
I agree with you Dr Sahay , tropical and sub-tropical countries are expected to face much stronger ravages of climate change . For some countries , it is blessing in disguise...
