I have data from an assessment tool administered to two samples from two sifferent countries. Can somebody help me with the best statistical method to assess the cross-regional validity of the assessment tool?

For validity test of two different surveys, you can conduct Heterotrait-Monotarait validity statatistics for the two surveys and then compare. This statatistics is a relative new measure in analysing validity test. A further read can provide more information.
To compare two means if the data are categorical you may use a nonparametric method like Wilcoxson rank sum test or Mann-Whitney test. I have seen this work out for me, well. But you may try the other suggested options.
