Try SAPA package, for R, from Percival and Walden's book (``Spectral Analysis for Physical Applications'', a.k.a. SAPA).
The implementation of the package is done by Percival, himself.

Mathworks Matlab has many functions for analysis of spectral characteristics like area under curve, Akaike information criteria, bayes information criteria.
These functions are helpfull in analysis of spectral data
