There are many reasons to add polymers to a concrete overlay mixture. Polymers improve adhesion to the old surface, the strength of emotion, tensile strength, freeze/thaw durability, reduce permeability, increase corrosion resistance and can be applied in very thin transverse sections.
Many properties of Portland cement remain the same when polymers are added.

Polymer concrete (PC) is a composite material which is formed by combining mineral aggregates or monomers. Polymers are mostly incorporated in the concrete mixed as emulsions of polymer in water (latexes), but dry polymer powders or liquid monomers or resins may be used.
There is no fixed ratio of polymer as it depends on several factors and types of polymer as well. If you use the polymer which is based on acrylic resins and Portland cement of Type II with ACI-211-89 mix design then 1-2% of a polymer can be used.
