What is the septage specifications? your mean is septic tank sludge? Please explain clearly
Ok, septage is the drainage of every septic tank or absorption wells or filled wells of WC or Kitchen.
If you think that pretreatment of this wastewater is necessary, then I would suggest aeration. In more detail I would use an SBR configuration, but I cannot understand the necessity of pretreating such iffluent.

Yes, due to the high pollution 0f the septage (BOD>7000 and COD >15000, surely septage need to pretreatment and SBR can not solve the pollution. SBR is an aerobic system that usually can be suggest for wastewater with BOD< 800 ppm.
If the septage have to discharge to municipal wastewater treatment plant, still need tp pretreatment. Surely, every septage need to pass from screening and grit chamber and an anaerobic system and the can be enter to the municipal treatment plant and if there is not Mun wwtp, have to design an aerobic system such as SBR.
I think it is better that you use UASB reactor as pretreatment because BOD and COD for your sample is high therefore aeration not possible for that.

Any chance for lagoon? do you have land available?
if not what about digestion?
it can also be added upstream sewer manhole where send the sewer to waste water treatment plant, or it can be handled by the wwtp sludge handling system.
