1st you must know what the saline irrigation water composed,pH and EC.
2nd you must to know the ideal concentrations of nutrient solution for bell pepper according to Clark or Hoagland solution that give lower pH and EC to control the nutrients by irrigation by saline water.
25 ds/m is quite high. Soils with greater than 4ds/m generally do not enable crops to grow. I don't think you should focus on the use of inorganic fertilization solely to increase tolerance but also take into consideration the use of biofertilizers and seed biopriming techniques to alleviate abiotic stress.
Sorry 25 dS/m is very high , this plant is not tolerance to this value of salinity ,fertilizers also causes increase in salinity or under saline condition fertilization not recommend.
