Visio is not free. Far from it. It is, however,one of the best diagramming tools out there.

As far as free tools are concerned, I use Dia (see link below).

There is also UMLet and Pencil (specializing on GUI wire-frames), but i don't have experience with them (see links)

you can use Edraw , or smart draw 

For offline installed software, I used StarUML. Even though not full freeware, but evaluation period provide full featured, unlimited uses, and available for various platform. For free online tools, recently I used draw.io 

Consider yuml.me if you are not afraid of writing some ascii code.

Usually the free ones aren't that great. My goto is Visio.

Try draw.io , worked fine for me

I think UML Diagrams are the best option.

I used Visual Paradigm, that is ok if you do not do much analysis and checking.

I was told Visio is (a bit) more powerful.

Visual Paradigm is very good but still you use prefer SmartDraw is diagram tool which is used to draw UML, DFD, ERD, FLOWCHARTs like diagrams.
