I'm testing the type II (reflective-formative) higher-order model using PLS-SEM. Is it acceptable for Inner VIF>5 (less than 10)?
What are the methods we can use to eliminate multicollinearity issues in HOC?

The normal acceptable level for outer model VIF < 5
The normal acceptable level for inner model VIF < 10.
You can use these criterion for first order, or higher order as well.
