This question was address in the paper R. E. Ricker, "Analysis of Pipeline Steel Corrosion Data from NBS (NIST) Studies Conducted Between 1922-1940 and Relevance to Pipeline Management," J. Res. Natl. Inst. Stand. Technol., 115 (5) 373-392 (2010), doi: 0.6028/jres.115.026 and determinations were made using statistical analysis in that paper; but more importantly, the data tables (in excel format), as well as the paper, can be downloaded from ResearchGate for you to do your own analysis if you wish. However, as the authors of the original study pointed out, they failed to quantify with sufficient detail the variation of water activity both across a given site and over time.
