In control theory I have an idea concerning the word "observer". However, I do not really know about the optimality or the suboptimality.I would appreciate some clear definitions.
Dear Fotsa, perhaps suboptimal meant that the control system ends up in a certain state while there were logical states that would have ensured a more optimal output or or smaller error position. This presentation may help with the definitions:
In general in control theory, observers are algorithms used to estimate the system state. In order to find an optimal state estimation, several conditions should be satisfied. If any of these conditions can not be satisfied, the state estimation is called sub-optimal.
Dear Fotsa. In general, suboptimal observer is not optimal in some sense, e.g. mean squared estimation error is not minimal but often close to its minimum value. Additionally, estimation error is bounded and tends to zero when disturbances does not occur.
