Different salt concentrations create varying effects on gelatin. However, there is a complication in determining the maximum concentration to dissolve gelatin. The confusing part is the M/8, if M is Molarity, does that mean we divide the Molarity by 8?

M/8 is 1/8 M (Molarity). so to prepare a salt solution (NaCl) 1M, you need to dissolve 58.44 g in a final volume of 1 liter. So, to get a solution of M/8, you need to dissolve 7.305 g in a final volume of 1 liter.

I don't know the type of literature and the type of salt, but the journal of the Japanese Society of Photography reported a change in the melting point of the gel at a concentration of 0.25 to 1.0 mol.

It is indeed a somewhat unusual way to describe the concentration. It seems to be used in older literature like:
Kunitz, M. (1930). Elasticity, double refraction and swelling of isoelectric gelatin. Journal of General Physiology, 13(5), 565-606.
and it means, as indicated in the previous replies, 1/8 M. What I see in the indicated paper is that it is (/was at the time) a convenient way to show that you dilute for example a 1M salt solution two-fold each following experiment like M/2, M/4, M/8, M/16 etc.
